Heavy Equipment Operator
Certification Project (HEOC)

The HEOC project grew out of a common need throughout Public and Private Sectors.

WorkSafe BC and management are required to document current and new equipment operators' skill levels to ensure the continuance of public safety. Standards such as training for new operators and competency-based assessments for existing operators have been utilized throughout Metro Vancouver and BC.

HEOC was developed in 2002 with the Municipal Operations Managers Group Chairman, Greg Cross.

Operators are evaluated and granted certification on 3 Levels :: A :: B :: C

Also, when a Training Course is completed, the new operator is granted a "C" Level Certification.

Operators Training School has successfully conducted these assessments and training.

The evaluation of an existing operator consists of a Basic Practical Test, which is similar to a Truck Driver's Class One Road Test.

A Check Sheet Analysis is used, and each evaluation takes from 1 to 2 hours. The score determines which level the operator will receive.

An operator who achieves;

"A" Level - Top Operator
can work in a high stress situation.
Certification is valid for 5 years.

"B" Level - Intermediate Operator
can work in a medium stress situation.
Certification is valid for 2 years.

"C" Level - Novice Operator
can only work low stress jobs
until they gain more experience.
Certification is valid for one year.


The Heavy Equipment Operator Certification Project (HEOC) has been implemented by most of the cities, districts and private sector within Metro Vancouver and British Columbia.
